I think the 2nd option of using a special package to install drupal with all required other programs such as AMP is a program called Acquia Drupal. This software package actually bundles altogether all D-A-M-P in a single installation program & once you un-compress and installed them, they will configure each program correctly. So, you don't have to figure out line by line for each program to work. The link is here. The drupal doc site does not specifically explain what is meant by using special package, i presume DAMP is an example of this scenario.
